Don extended a welcome to all and then introduced the speaker Richard Evans from Allerdale Borough Council who presented on the subject of ‘The Local development Framework’

The Local Development Framework LDF supersedes the Local Area Plan (LAP) and is intended to designate land usage (Housing, Employment, etc) for the next 10 to 15 years. The Local Area Plan dates back to 1997. As well as designating land usage it also laid down a whole raft of planning policies.Most of the land allocation made under the LAP has been used up and what’s left is considered poor quality by developers.
The new LDF (which is not completed yet) sits under National Policy Guidance and the Regional Spatial Strategy which was drawn up by the North West Regional Assembly and adopted in Sept 2002. The Regional Spatial Strategy lays down policies that the LDF must follow. The LDF is intended to be much more visionary with an emphasis on delivery, when and how and by whom. It’s work is much more strategic and involves working in partnership with other public sector bodies such as the NHS,
A new feature of the LDF (over the LAP) is an Annual Monitoring Report. The objective being that the LDF should be reviewed every year. It will not be frozen and will be more flexible than the LAP.
The LDF and the Annual Monitoring Report will be viewable on-line.
The key documents are supposed to prepared sequentially but this is creating a very long lead time. It’s Development Management Policies sets the standards by which planning applications are to dealt with.
The process of drawing up the LDF is evidence based and includes stages of consultation, submission and examination by the Government Inspector. Attendance at the Inspector’s meeting is by invitation only. Any input has to be made at the earlier consultation stage. Objectors will have to prove the unsoundness of the part they are objecting to. The Inspectors report is binding on the Authority.
The LDF process is prescribed and will take a long time. In Allerdale it is unlikely to be ready before Sept 2010. Currently only 10% of local authorities have completed their LDF. The Allerdale Core Strategy is currently being developed. The SHLA (Strategic Housing Land Allocation) is currently under development as is the Infrastructure Deficit Plan. Other documents that have to be prepared are the Housing Viability Study and the Health Impact Assessment.
Consultation will take place late in 2009.

Richard then took a series of questions from the attendees.

Q1. Will the hierarchy of strategies extend regeneration beyond the town boundaries? The rural communities are centres of deprivation in smaller pockets.
A1. Yes, previously everything has been focussed on Workington. Now the framework will have to take account of rural issues. Workington centric policy will not continue.

Q2. How do we ask to go on the consultation list? Via the web-site?
A2. You can put a request to ABC at any time either in writing or by e-mail.

Q3. Can we register on-line?
A3. No but you can do it by e-mail.

Q4. How will the consultation process be publicised?
A4. Through forums (like this one), on the web-site, via workshops and there are statutory consultees.

Q5. Will Neighbourhood Partnerships and Forums be consulted?
A5. Some may be transferred over but will be have to complimentary to policies.

Q6. Is the lack of LDF stopping development?
A6. Until LDF is finished operating under old LAP?

Q7. How will the LDF be dynamic.
A7. The annual Monitoring Report allows it to change by taking account of new evidence.

Q8. Why has it taken Allerdale so long to develop the Core Strategy when a least 30 other authorities have their’s completed.
A8. The process was delayed by a planning application for a 2000 home development in Workington. The process of testing the viability of this development took over a year.

Q9. How will the LDF fit the Energy Coast Masterplan?
A9. ABC has to factor in some of the issues although the bulk are for Copeland. The BEC Masterplan is aspirational whereas the LDF has to be evidence based. There is no evidence yet to suggest the masterplan can be delivered therefor cannot go into the LDF.
